Meet the Judges

Tinsley Carter
Carter graduated from Berea College with dual degrees in Industrial Arts and Technology Management and Communication in 2005. She is currently the editor of the Berea Citizen in Berea, Ky. Prior to that, she was a page designer and writer for the Richmond Register in Richmond, Ky. She has traveled extensively and been practicing photography for journalistic, academic and recreational endeavors for more than a decade.

Dr. Jean Haskell
Haskell is author of The Appalachian Photographs of Earl Palmer, co-editor of Performance, Culture, and Identity, and numerous other publications on Appalachian issues, such as the Encyclopedia of Appalachia. Haskell holds a B.A. and M.A. degree from the University of Memphis and a Ph.D. from the University of Texas at Austin. She currently resides in Portsmouth, Virginia, where she is vice-president of Commodore Associates, Inc., owners and operators of the historic Commodore Theatre.

Janie Welker
Welker holds a Bachelor of Arts in journalism from Pennsylvania State University and a Master’s in modern and contemporary art and theory from State University of New York at Stony Brook. With a specialty in photography, she instituted a photography collection at the Heckscher Museum, and is currently the curator of collections and exhibitions at the University of Kentucky Art Museum.
